Fredericka Bashir, Esq.

Fredericka Bashir, holds an AB from the University of Michigan Honors College, a JD from the University of Michigan Law School and an MBA from the Wharton School of Business at the University of Pennsylvania. Fredericka is admitted to practice law by the New York State Bar and is admitted to the Federal Bar of the Eastern District of New York.

A former Kings County Assistant District Attorney and Borough Director of the Children’s Law Center, Fredericka has over twenty-five (25) years of experience as a civil and criminal litigator in New York Family, Criminal, Supreme and Appellate Courts.

Fredericka is currently owner and principal of the Law Firm of Fredericka P. Bashir, Esq. where she specializes in representing adults and children in complex custody and child welfare litigation including infant death, “shaken baby,” Munchausen syndrome, sex trafficking and domestic and international parental kidnapping cases.

Fredericka is a member of the Screening Committee for the Appellate Division Second Department’s Office of Attorneys for Children’s Assigned Counsel Panel and Board Treasurer and Director of Finance and Development of Brooklyn Legal Services.

Fredda Clark, Educational Advocate

Fredda Clark worked for the New York City Department of Education for over thirty years in several capacities, including as a special education teacher and a member of the school-based support team (the IEP team).  She administered education evaluations, arranged and attended IEP meetings.

Fredda also worked at the Region 9 Committee on Special Education as a special education teacher on the review team, a special education instructional support specialist, and a school district representative for impartial hearings.  Additionally, she coordinated the impartial hearing activities for the region.

Fredda is certified as a Level I Wilson reading teacher and is trained in the Orton Gillingham technique and DIR/Floortime.  In addition to her special education teaching credentials, she holds a certificate as a School District Administrator.

Her decades of experience in the school system, combined with her years of working with families at Susan Luger Associates, make Fredda highly qualified and very eager to advocate for parents facing the challenges of securing the most appropriate services for their child.

Rita Ashdale, Educational Advocate

Rita Ashdale is a professionally trained Special Education Advocate and parent of a son with learning disabilities. Since 2011, she has worked for private clients in both New York and Massachusetts and is thrilled to join Susan Luger Associates. She earned a Certification in Special Education Advocacy from William and Mary Law School, PELE Institute in Special Education Advocacy and Wrightslaw in Williamsburg, VA.

She also completed full advocacy training with NSEAI, National Special Education Advocacy Institute, of Wayne, PA. Rita has trained extensively with the Landmark Outreach Teacher Development Program at Landmark School in Prides Crossing, MA, which specializes in teaching students with language-based learning disabilities using scientific research-based methodologies.

Rita earned 196 Professional Development Points in Special Education, General Education and Administration for Reading Comprehension, Writing, Study Skills, Executive Functioning and Special Education Law. When she was young and fair, Rita completed four years at Boston University’s College for the Arts majoring Theatre Arts and Acting. Rita is passionate about helping parents to successfully navigate the treacherous waters of special education.

Lawrence D. Weinberg, Esq., Ed.D.

Dr. Lawrence Weinberg, Larry to his colleagues, represents parents at impartial hearings in New York and New Jersey. Larry is also on the Appellate Team for SLA, handling appeals to the State Review Officer and to federal court. He also represents parents in appeals to the New York State Commissioner of Education on various issues, including transportation, vaccinations, and gifted and talented programs.

Larry holds a master’s degree in education from Northwestern University and both a law degree and Doctor of Education degree from Boston University. His interest in special education started while working at a school for special needs children. He brings his background as a special needs educator to hearings.

He is the author of the book “Religious Charter Schools: Legalities and Practicalities”, and has also published articles and book chapters related to educational policy. He was formerly a professor of educational leadership at Northwest Missouri State University and was a proud presenter at the White House summit on education in April 2008.
